Franklin Town Council to Meet Monday Night
The Franklin Town Council met last night for a nearly three-hour meeting, the bulk of which was spent on the public hearing on the proposed River Overlay District. Over a dozen citizens and property owners spoke. Most were concerned about the loss of property rights. Videos will be posted sometime tomorrow. LOCAL OUTLOOK
Dry high pressure will move into the region today and Tuesday. A cold front will bring unsettled weather to the area Wednesday followed by high pressure and brief drying for Thursday and Friday. Another system will lead to wet conditions next weekend.
We are in a period of cooler and wetter weather where winter weather events are more likely over the next few weeks. Not all the systems will bring significant snow, but chances are higher than usual that we may see some.

A slight chance of freezing rain before 6 am this morning. No significant accumulation is expected, although roads could be briefly slick in some locations. Mostly cloudy with highs ranging from the upper 40s at the higher elevations to the low-to-mid 40s and variable light winds. 10% chance of rain in the morning increasing to 30% chance by 6 pm. Less than a tenth of an inch of rainfall is expected.
TONIGHT
Cloudy skies with areas of fog expected overnight. Lows will range from the mid-30s at the higher elevations to the lower 40s in the lower elevations. Calm winds before midnight, the around 5 mpg from the south after midnight. Rain chances will be around 30% from 6 pm to midnight, then increase to 70% by 6 am. Less than a tenth of an inch of rainfall is expected before midnight, then between a quarter of an inch and half an inch of rainfall is expected between midnight and 6 am.
WEDNESDAY Heavy Rainfall Possible
Patchy fog in the morning may be dense in locations. Cloudy skies with highs ranging from the mid-to-upper 40s at the higher elevations to the mid-50s in the lower elevations. Winds out of the southeast in the morning calming between 11 am and 1 pm, then increasing to 5 to 10 mph and shifting to come out of the northwest after 1 pm. Near 100% chance of rain before noon, then chances gradually decrease to around 30% chance around 6 pm. Rainfall amounts between half an inch and three-quarters of an inch are likely and rainfall amounts 1 and 2 inches are possible. Rain will be heavy at times.

2018 Trail Ambassador (TA) Training and Refresher Course
The NHC will again provide training to Trail Ambassadors who will do day hikes on our 60-mile section to meet thru-hikers this spring. TAs will provide local knowledge and Leave No Trace education. With a 14% increase in northbound thru-hikers in 2017 over 2016, anything NHC can do to help with visitor use management will ensure a pleasant hiker experience and help protect the resource.
