GENERAL OUTLOOK

Dry high pressure will linger over the region today as a warming trend continues. Shower and thunderstorm chances increase during the latter half of the week as a cold front approaches. After the front crosses our area this weekend, expect temperatures to be near seasonal normals into early next week.

Town Council Gives Town Manager 15% Raise After Two Years



After a closed session and performance review of the Town manager, the Franklin Town Council returned to open session and voted 5-0 to give Aimee Owens, the Town manager, a 15% raise effective immediately. Owens has been the town manager of the Town of Franklin for two years. Her new annual salary will be $97,750.

TROPICAL WEATHER OUTLOOK

• The official hurricane season for the Atlantic basin is from June 1 to November 30, but tropical cyclone activity sometimes occurs before and after these dates, respectively. The peak of the Atlantic hurricane season is September 10, with most activity occurring between mid-August and mid-October.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:

Active Systems:
The National Hurricane Center is issuing advisories on Tropical Storm Lee, located over the central tropical Atlantic.

1. Eastern Tropical Atlantic (AL96):
A tropical wave is producing a large area of disorganized showers and thunderstorms over the far eastern Atlantic between the Cabo Verde Islands and the west coast of Africa. Environmental conditions appear conducive for some gradual development of this system, and a tropical depression could form later this week or this weekend while the system moves west-northwestward at 10 to 15 mph over the eastern tropical Atlantic. This system is expected to move across the Cabo Verde Islands tonight and Thursday, and interests there should monitor its progress.

* Formation chance through 48 hours...low...30 percent.
* Formation chance through 7 days...medium...60 percent.

2. Northeastern Atlantic (ex-Franklin):
Post-Tropical Cyclone Franklin, located a few hundred miles east-northeast of the Azores, is producing disorganized shower activity mostly to the east of its center. This system could briefly acquire some subtropical or tropical characteristics during the next day or two while it moves northeastward or northward over the northeastern Atlantic. By late this week, further development is not expected as the system is forecast to move into unfavorable environmental conditions, which should cause it to weaken. For additional information, including gale warnings, see High Seas Forecasts issued by Meteo France.

1989 – Partnair Flight 394 dives into the North Sea, killing 55 people. The investigation showed that the tail of the plane vibrated loose in flight due to sub-standard connecting bolts that had been fraudulently sold as aircraft-grade.

1994 – USAir Flight 427, on approach to Pittsburgh International Airport, suddenly crashes in clear weather killing all 132 aboard, resulting in the most extensive aviation investigation in world history and altering manufacturing practices in the industry.

2004 – NASA's unmanned spacecraft Genesis crash-lands when its parachute fails to open.

2005 – Two Ilyushin Il-76 aircraft from EMERCOM land at a disaster aid staging area at Little Rock Air Force Base; the first time Russia has flown such a mission to North America.

2016 – NASA launches OSIRIS-REx, its first asteroid sample return mission. The probe will visit 101955 Bennu and is expected to return with samples in 2023.

2017 – Syrian civil war: The Syrian Democratic Forces (SDF) announce the beginning of the Deir ez-Zor campaign, with the stated aim of eliminating the Islamic State of Iraq and the Levant (ISIL) from all areas north and east of the Euphrates.
