Shower and thunderstorm coverage will increase from the west this morning. Light showers will linger as the front slowly crosses the area, and thunderstorms may redevelop just ahead of the cold front. Unseasonably cool and dry conditions will spread over the forecast area in the wake of the front and persist through the middle of next week.

AT 1100 PM EDT...0300 UTC...THE CENTER OF CINDY WAS LOCATED NEAR LATITUDE 38.0 NORTH...AND LONGITUDE 81.5 WEST. UNDER INCREASING VERTICAL WIND SHEAR...CINDY HAS LOST TROPICAL CHARACTERISTICS AND IS CONSIDERED A POST-TROPICAL CYCLONE. SURFACE OBSERVATIONS INDICATE THAT THE LOW-LEVEL CENTER OF CINDY REMAINS INTACT AS IT ACCELERATES EAST ACROSS EASTERN KENTUCKY. AN AREA OF HEAVY RAINFALL WITH EMBEDDED THUNDERSTORMS IS AFFECTING THE AREAS NORTH AND EAST OF THE LOW CENTER FROM EASTERN KENTUCKY TO WESTERN PENNSYLVANIA INCLUDING SOUTHERN OHIO AND WEST VIRGINIA.
MEANWHILE...A COLD FRONT FROM THE MID-SECTION OF THE COUNTRY IS QUICKLY APPROACHING THE CYCLONE FROM THE WEST. POST-TROPICAL CYCLONE CINDY IS EXPECTED TO BECOME EXTRATROPICAL OVERNIGHT AS THE FAST-MOVING FRONT MERGES WITH THE REMNANT CIRCULATION OVER THE MID-ATLANTIC REGION. THE PRIMARY THREAT WITH THIS STORM WILL BE MODERATE TO HEAVY RAIN MOVING ACROSS THE UPPER TENNESSEE AND UPPER OHIO VALLEYS FOLLOWED BY THE CENTRAL APPALACHIANS AND MID-ATLANTIC STATES...BEFORE RAPIDLY MOVING OFF THE EAST COAST ON SATURDAY.

MAXIMUM SUSTAINED WINDS ARE NEAR 20 MPH... 30 KM/H... WITH HIGHER GUSTS.

MINIMUM CENTRAL PRESSURE IS 1004 MB...29.65 INCHES.

On January 1, 2017, the Syringe Exchange Program of Franklin began operating a comprehensive harm reduction program to address the opioid epidemic that is impacting western NC. Opioid overdose reversal kits including naloxone are available free of charge.
