This is Macon Media's attempt to cover the North Carolina General Assembly in a manner that provides the public with as much information as possible. The General Assembly has been called into special session to write constitutional amendment ballot descriptions for six proposed amendments to the North Carolina Constitution. They are as follows, with links to the bill text included so you can read the bill for yourself without having a talking head "explain it for you."

There is one committee meeting today. The Social Services Regional Supervision and Collaboration Working Group (2017) will meet today at 11:00 am in the UNC School of Government/Room 2402. There will be no live video or audio feed for this meeting so they might be held accountable by the news media or the general public. Committee Website [LINK]

Here is the official joint proclamation to convene the extra session of the 2017 North Carolina General Assembly:
GENERAL ASSEMBLY OF NORTH CAROLINA IN
EXTRA SESSION
WHEREAS, Article II, Section 1 1(2) of the Constitution of North Carolina authorizes and requires the Speaker of the House of Representatives and the President of the Senate to convene the General Assembly in extra session by joint proclamation upon receipt of written requests signed by three- fifihs of all members of the House of Representatives and the Senate,
and
WHEREAS, the President of the Senate and the Speaker of the House of Representatives has each received written requests from three-fifths of all the members of the House of Representatives and the Senate,
NOW, THEREFORE, the Speaker of the House of Representatives and the President of the Senate do hereby proclaim that the General Assembly of North Carolina shall convene in extra session in the City of Raleigh, North Carolin, in the State Legislative Building at 12:00 o’clock pm. on Tuesday, July 24, 2018, to consider bills concerning any matters the General Assembly elects to consider.
A copy of the Proclamation shall be delivered to each member of the House of
Representatives, and the Senate, and a copy to the Governor of North Carolina and the Secretary of State.

**12:18pm on 07-24-2018** House Resolution 1 of the Extra Session.
Rules governing this extra session. Approved by a vote of 66-35 at 12:22 pm.
**11:41am** The NC House is back in session. The Rules Committee will be meeting at 2 pm in Room 643 and the NC House will be back in session at 3 pm. The NC Senate will be back in session at 1:30 pm.

**2:19pm** The NC House will remian in recess until about 3:15 pm. The Rules COmmittee is in session. I am recording.
**2:41pm** WRAL-TV is livestreaming the Rules Committee meeting.
**2:45pm** House Bill 3 has passed by a voice vote and the Rules Committee has been adjourned. The NC House wll come into session at 3 pm.

**3:13pm** The NC House is back in session. The clerk is readin House Bill 3.
**3:15pm** Here is a copy of House BIll 3, which they are currently debating.
**3:25pm** House Bill 3 passes it's Second 67-36, then a third reading by voice vote and has been sent to the NC Senate for voting on over there.
**3:29pm** The NC House is in recess until 4:30 pm or so. The NC Senate will come into session at 3:30 pm or so.

**3:41pm** The NC Senate has referred the bill to the Select Committee on Elections, then a sequential referral ro the NC Senate Rules Committee.
**3:47pm** There is no information on what room the committee is meeting in or if there is live audio avaialable. I have cycled through them all and none of them are broadcasting audio.
**3:55pm** I found them via twtiter. They'll be in Room 544 (which has audio YAAY!) and they're (as usual) taking their sweet time getting started. The NC Senate will be in recess until 5pm.

**4:08pm** HB 3 passed the Select Committee on Elections by a voice vote. They're now taking up Senate Bill 3.

**4:31pm** they're meeting in Room 1027/1128. There is no audio webcast from that room so I will have to rely on Twitter to keep track of what's happening.
**4:35pm** The NC House in recess until 6:30 pm while they await the NC Senate to finish with HB3 and SB3.
**5:46pm** The NC House Committee on Rules, Calendar, and operations of the House will be meeting at 6:00 pm in Room 643. It is wired for an audio webcast, s I'll record that one, too.
**6:23pm** The chair is clearing the riff raff from the floor, so they're about to come out of recess.
**6:30pm** The NC House has gone back into recess until 7:15 pm.
**6:49pm** The NC House Committee on Rules, Calendar, and Operations of the House will be meeting in Room 643 at 7 pm.
**6:58pm** The Senate adjourned Tuesday, July 24, 2018, at 6:58 p.m., subject to the standard stipulations set forth in Senate Rule 24.1, the ratification of bills, and the receipt of messages from the House of Representatives, to reconvene Friday, July 27, 2018, at 10:00 a.m.

**8:39pm** SB-3 has passed a second reading by a vote of 65-33.
**8:41pm** SB-3 passes a third reading by voice vote and will be sent to the Governor. The NC House will be reconvening on Friday for a non-voting session.
