Eliot Spitzer, the governor of New York, told senior members of his administration that he was involved in a prostitution ring, according to a report on the New York Times web site.
Citing an administration official, the newspaper said the first-term Democrat was meeting with aides before making an announcement later today.
Last week US prosecutors arrested four people in connection with an expensive prostitution ring. The governor's aides would not say whether this was the operation with which he was allegedly involved.
But the New York Times cited an anonymous source who accused the governor of being one of four men identified as clients in court papers.
He is expected to make an announcement this afternoon in New York.
Mr Spitzer, 48, who came into office promising ethics reforms, is married with three children.
Since his election in November 2006, Mr Spitzer has emerged as one of the highest-profile figures on the national stage outside Washington.
