Statement of Mayor Bob Scott
I understand that we have a number of people in Franklin, who have evacuated due to Hurricane Florence. I would ask that those of us who live here reach out to these evacuees and make them feel welcome. They will be concerned about what they have left behind. Let them know we are with them and supportive.
Of course, we may wind up with a bad time ourselves. Our town employees have been busy preparing for the worst but hoping for the best.
Hopefully, we will not experience any significant damage. Watch out for each other and your neighbors. And our visitors.

Warren Cabe, Director
Hurricane Florence is becoming more of a threat to western North Carolina as the weekend approaches.
We could begin feeling the effects of the storm as early Friday or Saturday and the effects could last through the weekend. Rainfall amounts of 5 to 10 inches are possible in certain areas along with damaging winds.
Residents should monitor local media outlets for weather information. Do not through flooded roadways. If you live in flood-prone areas be prepared for isolated flooding events. Anticipate utility outages and make appropriate preparations. Visit www.readync.org for preparedness information.
LOCAL WEATHER OUTLOOK
A stationary front will remain draped over the Appalachians through midweek, bringing diurnal showers and thunderstorms to our area. Hurricane Florence is expected to slow down as it approaches the coastline and make landfall somewhere along the Carolina coast on Friday. There will be an increasing threat for widespread flooding through the weekend and early next week as the remnants of Florence drift slowly inland.
From the National Weather Service:
Impacts from heavy rainfall due to Florence are becoming increasingly likely late this week into early next week. Preparedness measures for flooding rain, landslides in mountainous areas, and gusty winds that could damage trees and power lines should be taken. The track of Florence will need to be closely monitored by interests across the western Carolinas and northeast Georgia throughout the rest of the week. Please continue to follow the latest forecasts from the National Hurricane Center.

TROPICAL OUTLOOK
The computer models continue to struggle in coming up with a solution that accurately forecasts the movement of FLORENCE. The latest feature to show up is a high-pressure ridge and steering currents at the 500 mb level of the upper atmosphere that will temporarily prevent Hurricane Florence from escaping to the north as most hurricanes do shortly after making landfall.
Right now, it looks like the storm will weaken and move west as a Tropical Depression. Rainfall amounts for Macon County are still uncertain. It is my (Bobby) impression that we will not see that much rain (most of the county should see less than 5 inches adn the Highlands area may receive more than that) from the remnants of Florence despite all the hype from TV Weathermen or internet weather forecasters. The NHC consensus 5 Day Cone for 2 am this morning is posted below. (Remember that the forecasts for this storm are changing every few hours as more data from weather instruments in the region, Hurricane Hunters, and weather balloons are added into the computer models.

Tropical Weather Outlook
NWS National Hurricane Center Miami FL
200 AM EDT Thu Sep 13 2018
For the North Atlantic...Caribbean Sea and the Gulf of Mexico:
The National Hurricane Center is issuing advisories on Hurricane Florence, located over the western Atlantic Ocean, on Hurricane Helene, located over the eastern Atlantic Ocean, on Tropical Storm Isaac, located a few hundred miles east of the Lesser Antilles, and on Subtropical Storm Joyce, located a little less than a 1000 miles west-southwest of the Azores.
1. A trough of low pressure is located over the central Gulf of Mexico. Although associated shower activity remains limited, upper-level winds are forecast to become more conducive for the development of a tropical depression before the system reaches the western Gulf coast on Friday. An Air Force Reserve Hurricane Hunter aircraft is scheduled to investigate the disturbance later today, if necessary. Regardless of development, heavy rainfall and gusty winds are expected across portions of northeastern Mexico, Texas, and Louisiana late this week. Interests there should monitor the progress of this system, and refer to products from their local weather office.
* Formation chance through 48 hours...medium...60 percent.
* Formation chance through 5 days...medium...60 percent.
2. An area of low pressure is expected to develop near Bermuda late this weekend or early next week. Some gradual development is possible after that time while the system drifts westward over the western Atlantic.
* Formation chance through 48 hours...low...near 0 percent.
* Formation chance through 5 days...low...20 percent.
