TODAY glorious fall weather!!!

The day will start off with temperatures near freezing with very light winds out of the north and partly cloudy skies. By noon, temperatures should reach the mid-50s at the lower elevations and the upper 40s and near 50 in the higher elevations and skies will still be partly cloudy to mostly sunny. Temperatures should peak in the low to mid 60s in the lower elevations and the upper 50s in the higher elevations with mostly sunny skies. Cloud cover should start increasing in the afternoon, reaching partly to mostly cloudy by 6 pm. Winds will be very light out of the northwest at that time.

TONIGHT

At around 6 pm, temperatures will be near the upper 50s in the lower elevations and the upper 40s and lower 50s in the higher elevations and partly cloudy skies. Winds will shift from the northwest through the north and northeast and east to come out of the east-southeast by midnight. Temperatures will drop to near 40 in the lower elevations and the mid to upper 30s in the higher elevations. Skies are expected to be mostly cloudy.



WEDNESDAY

Temperatures will start out at 6 am near 40 in the lower elevations with calm winds or very light winds out of the east-southeast and partly to mostly cloudy skies. Temperatures will only rise about 5 degrees or so by noon with very light winds out of the southeast. Temperatures will peak in the lower 60s in the lower elevations and the mid to upper 50s in the higher elevations in the mid-afternoon hours. Skies will be mostly cloudy.

WEDNESDAY NIGHT

Mostly cloudy with lows in the mid-40s in the lower elevations and the upper 30s in the higher elevations. Winds 5 to 10 out of the south. 30% chance of rain, mainly after midnight.



THURSDAY

Partly sunny with highs near the mid-60s in the lower elevations and the mid to upper 50s in the higher elevations.

1. A weak non-tropical area of low pressure located about 1000 miles east-southeast of Bermuda is producing limited shower and thunderstorm activity. Strong upper-level winds and dry air are expected to limit any development of subtropical or tropical characteristics with this system during the next couple of days while it meanders over the central Atlantic Ocean between Bermuda and the Azores.

Daily Weather Briefing for Monday, October 30, 2017




LOCAL NEWS

A candidate forum for those seeking election to the Franklin Town Council was held this past Thursday at the Lazy Hiker. A video of the event will be posted online later today.

As of the closing of the polls on Saturday afternoon, only 63 people had cast a ballot in the Franklin Municipal Election and 4 in Highlands.

Early Voting ends on Saturday, November 4th at 1 pm at both the Macon County Board of Elections Office and the Highlands Civic Center.

Election Day will be November 7th, from 6:30 am to 7:30 pm. Polls will be located at the Franklin Town Hall and the Highlands Civic Center.

LOCAL OUTLOOK

A weak and dry high pressure will build over the region today and tomorrow. A moderating and marginally moist southerly flow will then be seen starting midweek. A return to above normal temperatures is expected for the latter half of the week.

Mostly sunny and windy with highs in the 30s and wind chills around and below freezing at times. Winds 10 to 15 mph out of the northwest gusting to 30 mph, peaking between 11 am and 8 pm. Winds will increase during that time period to 20 to 25 mph, gusting to 40 mph.

TONIGHT

Partly cloudy, windy and cold. Lows will be in the 20s and wind chills will make it feel like it is in the teens at times. Winds 15 to 20 mph, gusting to 40 mph. After midnight winds will decrease, dropping below the 5 to 10 mph range by dawn.

TROPICAL WEATHER OUTLOOK

Potential Tropical Cyclone Eighteen has been upgraded to a Tropical Storm and assigned the name PHILIPPE. The storm will skirt southern Florida this morning and race northeastward over the Atlantic. It presents no danger to Macon County.

For the North Atlantic...The Caribbean Sea and the Gulf of Mexico:

The National Hurricane Center is issuing advisories on Tropical Storm Philippe, located near the lower Florida Keys.

1. A non-tropical low-pressure system is expected to form during the next few days over the east-central Atlantic Ocean. This low could gradually acquire subtropical or tropical characteristics by the middle of the week well to the southwest of the Azores while the low moves slowly westward.

* Formation chance through 48 hours...low...near 0 percent.
* Formation chance through 5 days...medium...40 percent.

Philippe has a very non-classical structure for a tropical cyclone this evening. A combination of satellite imagery, radar data, and surface observations show that the circulation center is elongated northwest-southeast from southwest of Naples, Florida, to central Cuba with at least three vorticity centers present in this area. The estimated center position is a mean of the multiple vorticity centers, with this position near the region of lowest pressure suggested by the surface observations. Currently, the primary deep convection is located from the northwestern Bahamas southwestward across Cuba into the Caribbean, with a smaller area of convection over the southeastern Gulf of Mexico. The initial intensity remains 35 kt, based mainly on continuity from the previous advisory.

The initial motion is a rather uncertain 015/21. A deep-layer trough and developing surface low over the eastern United States should cause Philippe to turn northeastward soon, followed by a rapid northeastward motion across the southern end of the Florida Peninsula into the Atlantic. The cyclone should continue to move around the large baroclinic system until it is absorbed after the 48 h point. The new forecast track is a blend of the previous forecast and the current guidance, and it is shifted to the north of the previous track based mainly on the current initial position.

It is unclear how much additional strengthening Philippe can do as a tropical cyclone, as the shear is increasing over the system and water vapor imagery shows dry air entrainment in the southwestern quadrant. However, the upper-level divergence over the system is very strong, and the large-scale models forecast deepening as the center crosses southern Florida and the Bahamas. In addition, the increasing forward speed may increase the maximum winds as well.
Based on these factors, the intensity forecast calls for some increase in strength during the next 24-36 h. Philippe is likely to merge with a frontal system associated with the eastern U. S. trough in about 36 h, and the mid-latitude cyclone should completely absorb Philippe after 48 h, if not sooner.


KEY MESSAGES:

1. Although the center of Philippe is now forecast to move across the Florida Keys or extreme south Florida, most of the strongest winds are expected to remain well east and southeast of the center. However, tropical-storm-force winds, mainly in gusts, could occur in brief heavy squalls across the upper Florida Keys and southeast Florida overnight. For that reason, a tropical storm watch remains in effect for these areas.

2. Regardless of the exact track of Philippe, the primary threat from this system will be heavy rainfall that can cause localized flooding across portions of Cuba, the Florida Keys, and South Florida.

A moist cold front will cross the area through the overnight period. Precipitation associated with this front will move east of the area by early Sunday with some lingering showers or snowfall across western North Carolina continuing into the afternoon. The highs will be in the upper 40s in the higher elevations to the mid-50s in the lower elevations in the morning and temperatures will slowly drop through the day, reaching perhaps 5 to 8 degrees cooler by 6 pm. Winds will be 5 to 10 mph out of the south-southeast with gusts in the 20 mph range, mainly in the afternoon. Near 100% chance of rain with rainfall amounts between a quarter and half an inch expected.

TONIGHT

Patchy fog and cloudy. Temperatures will start out on the mid-40s in the higher elevations to the lower 50s in the lower elevations and drop below freezing in the higher elevations in the higher elevations and near freezing in the lower elevations by midnight or so. Winds will be 5 to 10 mph out of the northwest. 100% chance of rain with a chance of snow showers as the rain tapers off after midnight. Rainfall amounts will be between a quarter to half an inch and snowfall accumulations will the little or none. The ground may get a dusting at the highest elevations in the county.



SUNDAY cold and windy

Partly sunny early with decreasing clouds to become mostly sunny before noon. Highs will range from the upper 30s in the higher elevations to the lower 40s in the lower elevations. Wind chills will make it feel 5 to 8 degrees cooler. Winds will be 15 to 20 mph out of the northwest, gusting to 30 to 40 mph, with the higher wind gusts on the ridgetops.

SUNDAY NIGHT cold and windy

Mostly clear with lows in the 20s with wind chills making it feel like it is in the teens. Winds will be 15 to 20 mph with gusts in the 30 to 40 mph range.

TROPICAL WEATHER OUTLOOK

Potential Tropical Cyclone Eighteen has formed in the Caribbean between the Yucatan Peninsula and Cuba. It is expected to become Tropical Storm EIGHTEEN later today, perhaps around noon or so. This storm is currently expected to travel northeast and will pass near Florida sometime late tonight and early Sunday.

* Formation chance through 5 days...high...80 percent.

1. A non-tropical area of low pressure is expected to form next week over the east-central Atlantic Ocean. Some subtropical or tropical development of this low is possible by the middle of next week while it meanders well to the southwest of the Azores.

* Formation chance through 48 hours...low...near 0 percent.
* Formation chance through 5 days...low...20 percent.

Cloudy with highs in the lower 50s and winds 10 to 15 mph out of the south and southeast, gusting to 30 or more mph, especially at higher elevations. 100% chance of rain with rainfall accumulation of around half an inch is expected between 6 am and 6 pm.

Mostly cloudy with rain showers expected to end around midnight. Lows ranging from the upper 20s to the lower 30s. Winds 5 to 10 mph out of the northwest. 70% chance of rain, mainly before midnight with rainfall amounts of less than a quarter of an inch expected. The rain could change over to snow after midnight. For the North Atlantic...The Caribbean Sea and the Gulf of Mexico:

1. Shower activity associated with a trough of low-pressure over the northwestern Caribbean Sea has become more concentrated during the past several hours between northeastern Honduras and Jamaica. Environmental conditions are expected to be conducive for some development today and Saturday as the system moves slowly northward over the northwestern Caribbean Sea. Strong upper-level winds associated with an approaching cold front will make conditions less favorable by Sunday. Regardless of development, this system is expected to produce locally heavy rainfall over the Cayman Islands, Jamaica, and portions of Cuba during the next day or two. These rains are forecast to spread northward across portions of South Florida and the Keys on Saturday, and over the northwestern Bahamas Saturday night and Sunday.

* Formation chance through 5 days...medium...50 percent.

The young man who went missing Tuesday night was located in Swain County with minor injuries and has been reunited with his family. More information on this can be seen at this link and this link.

The Super Ingles (Ingles #114) opened for business yesterday on the Georgia Road and droves of people visited the supermarket. A few photos are posted below.

The Atlantic Hurricane Season ends on November 1st. There may be some activity, but with the oceans cooling off the chances are less likely that a significant storm will form.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:

1. Showers and thunderstorms associated with a broad area of low pressure located over the western Caribbean Sea and Central America are gradually becoming better organized. Close proximity to land is likely to limit development of this system on Thursday. However, environmental conditions are expected to be conducive for the system to become more organized Friday and Saturday as it moves slowly northward over the northwestern Caribbean Sea. Strong upper-level winds associated with an approaching cold front will make conditions less favorable by Sunday. Regardless of development, locally heavy rains are likely over portions of Central America and Cuba during the next several days.

* Formation chance through 48 hours...low...30 percent.
* Formation chance through 5 days...medium...40 percent.

On January 1, 2017, the Syringe Exchange Program of Franklin began operating a comprehensive harm reduction program to address the opioid epidemic that is impacting western NC. Opioid overdose reversal kits including naloxone are available free of charge.
