Lowering of the US and NC Flags to Half-Staff Until Noon for Memorial Day

In tribute to the sacrifices of our armed services personnel, Governor Roy Cooper has ordered all United States and North Carolina flags at state facilities be flown at half-staff on Monday, May 31 until 12 noon in honor of Memorial Day.

Statement from Governor Cooper:

"I am profoundly grateful for those who have lost their lives in the line of duty protecting our country and our freedom. I salute them, their families, their friends and their comrades in arms as we take this day to reflect upon and appreciate their ultimate sacrifice for all of us."

A copy of Governor Cooper's Memorial Day proclamation is posted below.

Individuals, businesses, schools, municipalities, counties and other government subdivisions are also encouraged to fly flags at half-staff for the duration of time indicated.

WHEREAS, since 1868, American have observed Memorial Day to honor the sacrifices of the brave men and women who gave their lives in defense of our great nation; and

WHEREAS, North Carolinians have proudly served and continue to serve to protect our freedoms in our nation's wars and conflicts, beginning with the American Revolution in 1776; and WHEREAS, today, approximately 120.000 active-duty military personnel and mort than 720.000 military veterans and their families live in Nonh Carolina. making us the state with the MTh-largest military presence in the United States; and

WHEREAS. North Carolina's military history has played an integral role in the development of our state. as well as our nation. and it is our duty to honor our men and women, and all Americans. who have given their lives in service; and

WHEREAS, more than 13.700 North Carolinians died defending our nation in World War I, World War II. Korea. Vietnam. Desert Storm. Afghanistan. and Iraq; and

WHEREAS, in observance of Memorial Day, communities will gather across ow state to grieve and remember these and other brave soldiers. known and unknown; and

WHEREAS, we owe these men and women. and their loved ones, a debt of gratitude and respect for their honor, valor, selflessness, and sacrifice; and

Cool and dry high pressure will migrate across the region to start the week, with temperatures a little below normal today and near normal Tuesday. A small chance of showers and thunderstorms will develop Wednesday afternoon as seasonably warm and humid air returns to the region, and chances increase further Thursday and Friday.

Today is Memorial Day, it is the day set aside for remembering those who died while in uniform. A Memorial Day Ceremony will take place at the Macon County Veterans Memorial located at 1288 Georgia Road. The ceremony starts at 11am. A National Moment of Remembrance will take place at 3pm for people to pause and reflect on the sacrifice of those who died while in service to our republic.

The History of the Tomb of the Unknown Soldier and Memorial Amphitheater



Below is a copy of General Order No. 11, which established Memorial Day as an observance by General Logan and a brief history of Memorial Day from the Veterans Administration.

HEADQUARTERS GRAND ARMY OF THE REPUBLIC

General Orders No.11, WASHINGTON, D.C., May 5, 1868

The 30th day of May, 1868, is designated for the purpose of strewing with flowers or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village, and hamlet church-yard in the land. In this observance no form of ceremony is prescribed, but posts and comrades will in their own way arrange such fitting services and testimonials of respect as circumstances may permit.

We are organized, comrades, as our regulations tell us, for the purpose among other things, "of preserving and strengthening those kind and fraternal feelings which have bound together the soldiers, sailors, and marines who united to suppress the late rebellion." What can aid more to assure this result than cherishing tenderly the memory of our heroic dead, who made their breasts a barricade between our country and its foes? Their soldier lives were the reveille of freedom to a race in chains, and their deaths the tattoo of rebellious tyranny in arms. We should guard their graves with sacred vigilance. All that the consecrated wealth and taste of the nation can add to their adornment and security is but a fitting tribute to the memory of her slain defenders. Let no wanton foot tread rudely on such hallowed grounds. Let pleasant paths invite the coming and going of reverent visitors and fond mourners. Let no vandalism of avarice or neglect, no ravages of time testify to the present or to the coming generations that we have forgotten as a people the cost of a free and undivided republic.

If other eyes grow dull, other hands slack, and other hearts cold in the solemn trust, ours shall keep it well as long as the light and warmth of life remain to us.

Let us, then, at the time appointed gather around their sacred remains and garland the passionless mounds above them with the choicest flowers of spring-time; let us raise above them the dear old flag they saved from dishonor; let us in this solemn presence renew our pledges to aid and assist those whom they have left among us a sacred charge upon a nation's gratitude, the soldier's and sailor's widow and orphan.

It is the purpose of the Commander-in-Chief to inaugurate this observance with the hope that it will be kept up from year to year, while a survivor of the war remains to honor the memory of his departed comrades. He earnestly desires the public press to lend its friendly aid in bringing to the notice of comrades in all parts of the country in time for simultaneous compliance therewith. Department commanders will use efforts to make this order effective.

Vet's Portrait Project for 2021

The Macon County Art Association in Franklin is pleased to announce that the Vet’s Portrait Project will be held this year. This will be our ninth year for this event. Unfortunately the pandemic precluded the project last year but the artists are ready to go for 2021. This year there are spots for 4-7 veterans as we had applications remaining from 2019. Please announce the call for Macon County Veterans or their family members to apply to have the Veteran’s portrait painted by one of our local artists. Vets or their families may apply at the gallery between Memorial Day and July 4th of this year. There is no cost to apply or for the portraits. The only requirement is that the Veteran or their family member be present to receive the portrait on Veterans Day November 11, 2021. Community members who wish to help support the costs for this program are also welcome. Contact the project chair by email at karen@programservices.org.

The Macon County Art Association in Franklin is pleased to announce that the Vet’s Portrait Project will be held this year. This will be our ninth year for this event. Unfortunately the pandemic precluded the project last year but the artists are ready to go for 2021. This year there are spots for 4-7 veterans as we had applications remaining from 2019. Please announce the call for Macon County Veterans or their family members to apply to have the Veteran’s portrait painted by one of our local artists. Vets or their families may apply at the gallery between Memorial Day and July 4th of this year. There is no cost to apply or for the portraits. The only requirement is that the Veteran or their family member be present to receive the portrait on Veterans Day November 11, 2021. Community members who wish to help support the costs for this program are also welcome. Contact the project chair by email at karen@programservices.org.

The Macon County Board of Commissioners met Tuesday night and the county manager presented his proposed budget. The next budget meeting will take place at 4pm on June 3rd, where Burningtown and Otto VFDs and the school system will present their budget requests to the board.

Cowee Mountain Repair Plans Switching to Stone
Change to stone from soil allows crews to speed up massive repair on U.S. 441


DILLSBORO – The slide of U.S. 441 on Cowee Mountain may be stabilized by the end of the year as a contractor for the N.C. Department of Transportation changes construction plans.

NCDOT and WNC Paving have recently agreed to change the material stabilizing the embankment above a rock buttress from existing soil to a stone material in order to accelerate completion of the project.

Switching material accelerates the project timeline by allowing crews to work on days during and immediately following a rainstorm instead of waiting for existing soil to dry.

“If it rains, you lose a lot of time,” Division 14 Construction Engineer Mitchell Bishop said. “We still have a few logistics to work out, like an estimated completion date, and we still have to work out a final cost estimate.”

The project will stabilize the hillside, which has been slowly shifting for decades, and will return traffic to its five-lane formation for many years into the future. Traffic on U.S. 441 has been reduced to utilizing one lane in each direction in the construction zone since the fall of 2019.

The first phase of the project included significant drainage repairs and excavating about 18,000 cubic yards of earth material to build a soil-nail wall and maintain traffic in the two-lane pattern.

This second phase is like building one side of a pyramid, by starting with a buttress of large stone at the bottom and working up, now with small stone. It includes adding about 123,000 tons of shot-rock to build the buttress — which is about 50 percent complete — and an additional 105,000 tons of smaller stone to build the embankment.

“The mountain wants to move and we’re keeping it in place to keep drivers safe,” Bishop said. “We ask that drivers remain patient and drive safe through the work zone.”
