The Macon County Board of Commissioners met Tuesday night, September 10th, for their regular monthly meeting for September 2019 in the courthouse. Kim Angel, Director of Macon County Transit, came before the commissioners and presented information on their annual grant application process, which seeks funds from the federal government that are passed through the NCDOT to assist with capital, operating, and administrative needs during the fiscal year 2021. Copies of the documentation and resolution passed by the county commissioners are posted below. She also updated commissioners on the advertising effort that places advertising on the windows of the vehicles operated by the transit to make up for a decrease in federal funding.

Commissioners voted 5-0 to approve her funding requests.

PUBLIC TRANSPORTATION PROGRAM RESOLUTION
FY 2021 RESOLUTION

Section 5311 (including ADTAP), 5310, 5339,5307 and applicable State funding, or combination thereof.

Applicant seeking permission to apply for Public Transportation Program funding, enter into agreement with the North Carolina Department of Transportation, provide the necessary assurances and the required local match.

A motion was made by (Board Member's Name) and seconded by (Board Member's Name or N/A, if not required) for the adoption of the following resolution, and upon being put to a vote was duly adopted.

WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for administering federal and state public transportation funds; and

WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of Transportation, Federal Transit Administration and receives funds from the North Carolina General Assembly to provide assistance for rural public transportation projects; and

WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the provision of rural, small urban, and urban public transportation services consistent with the policy requirements of each funding source for planning, community and agency involvement, service design, service alternatives, training and conference participation, reporting and other requirements (drug and alcohol testing policy and program, disadvantaged business enterprise program, and fully allocated costs analysis); and

WHEREAS, the funds applied for may be Administrative, Operating, Planning, or Capital funds and will have different percentages of federal, state, and local funds.

WHEREAS, non-Community Transportation applicants may apply for funding for "purchase-ofservice" projects under the Capital budget Section 5310 program.

WHEREAS, Macon County hereby assures and certifies that it will provide the required local matching funds; that its staff has the technical capacity to implement and manage the project(s), prepare required reports, obtain required training, attend meetings and conferences; and agrees to comply with the federal and state statutes, regulations, executive orders, Section 5333 (b) Warranty, and all administrative requirements related to the applications made to and grants received from the Federal Transit Administration, as well as the provisions of Section 1001 of Title 18, U.S.C.

WHEREAS, the applicant has or will provide all annual certifications and assurances to the State of North Carolina required for the project;

NOW, THEREFORE, be it resolved that the County Manager of Macon County is hereby authorized to submit grant application (s) for federal and state funding in response to NCDOT's calls for projects, make the necessary assurances and certifications and be empowered to enter into an agreement with the NCDOT to provide rural, small urban, and urban public transportation services.

1....Call to order and welcome by Chairman Tate

Chairman Tate opened the meeting shortly after 6:00pm and welcomed all those in attendance and briefly went over how the commissioners handled meetings and time limits on public speaking and where the restrooms were located.

2....Announcements

A. Update on Space Needs Analysis Project - Derek Roland, Macon County Manager

The county manager updated commissioners on the progress of the Space Needs Analysis being conducted by Mosley Architects. Roland anticipates a finished project being delivered in November ahead of the holiday season. He commented on the professionalism of the firm and commended the county department heads for their work in cooperating with representatives of Mosely.

B. Macon County Fair - Ronnie Beale, Commissioner

Commissioner Ronnie Beale announced that the county fair would have opening ceremonies at 1:00pm on Wednesday, September 11th and he anticipates this being one of the larger fairs in recent years. He noted that the Macon County Fair is the only purely agricultural fair left in North Carolina.

C. Veterans Night at the Panther Pit

Commissioner Gary Shields announced that Veterans Night would be held on the football field Friday, September 13th ahead of the Franklin High School football game. He invited veterans to come and be part of the ceremony that will recognize veterans for their service to the nation.

The veteran organizations of Macon County invite all to come to the Panther Pit this Friday night and celebrate VETERANS NIGHT. Beginning at 6:40 p.m. a POW/MIA EMPTY CHAIR ceremony will begin under the direction of ROLLING THUNDER, CHAPTER 3 of GEORGIA. The veteran organizations invite all veterans including Active Duty, National Guard and Reserve to join us on the track of the football field at 6:30 p.m. Macon County is known as one of the most “PATRIOTIC” counties in the region and let ‘s keep this tradition alive by coming out and “saluting” our veterans and soldiers in uniform.

Commissioners Increase County Manager Pay to $140,000

After a closed session lasting from 9:30pm to 10:13pm, County Commissioners came back into open session and voted to give Derek Roland a raise from $120,000 a year to $140,000 a year. The vote was unanimous.

Derek Roland became county manager in 2013 [LINK] at a salary of $100,000. In June 2016, commissioners voted to give him a one-time 5% bonus of $5,490 and in August 2016, they voted to give him a raise to $120,000.
