Cecil Bothwell's Eleven Goals for Asheville

Asheville Master Plan 1 Pictures, Images and PhotosThe Lioness of Asheville, Leslee Kulba has posted Cecil Bothwell's Eleven Goals for Asheville in easy to understand English. They are:


  1. Publicly-financed elections, in which a candidate’s ability to raise money will be matched by taxpayer contributions to his opponent(s).
  2. Differential water rates, which would rid Asheville of unfair legislation preventing it from doing what all other cities with water systems can.
  3. A “robust regional transportation plan” to demonstrate enough cars will be removed from the roads to cancel the DOT’s plans, for years postponed by environmentalists, to widen I-26.
  4. No more downtown parking spaces.
  5. Shrunken fuel budgets for city departments.
  6. A simplified the UDO in presentation with no call for relief from unreasonable demands.
  7. A revolving loan system for retrofits.
  8. Asheville to become a sanctuary city for persons from other countries lacking legal paperwork.
  9. Legal prostitution.
  10. Decriminalized drugs.
  11. Empowered public housing residents, through other means than drug legalization.

Unfortunately Ms. Kulba mangled most of my proposals in the course of translating it to her odd brand of English.
1. Asheville voters should be allowed to decide if they'd like to take the big money out of elections, perhaps by emulating the successful system used by Chapel Hill last year.
2.The differenctial water rates I propose would encourage conservation. They have no direct connection to the Sullivan Acts.
3. Kulba is right about the first part, but wrong in her editorializing. Environmentalists have not held up I-26.
4. I suggested that the city not build NEW downtown parking, instead investing in satellite parking for the 40,000 commuters who may not be able to afford to drive when gas goes above $3.50 or so per gallon.
5. Steadily shrinking fuel budges over time.
6. A simplified UDO WITH provision for relief for both developers and citizens with standing.
7. Hey, Kulba got one right!
8. Asheville to enact a so-called "sanctuary" rule prohibiting local police from enforcing federal immigration law. Studies have shown, and police chiefs have testified, that when local police do not enforce immigration laws their communities are safer, crimes are solved quicker.
9. Rethink prostitution enforcement, not necessarily legalize. Current enforcement not working.
10. Wow, Kulba got another one right.
11. Half right. What the trailing comment about drugs means is anybody's guess. The idea being that people who are invested in their community have more reason to build their community. (Either through property ownership, or tenant management as is done in many other states.)
