A PROCLAMATION

As a mark of solemn respect for the victims of the terrible act of violence perpetrated at The Tree of Life Synagogue in Pittsburgh, Pennsylvania, on October 27, 2018, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, October 31, 2018. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

Lowering of the United States and North Carolina Flags in Honor of the Victims of the Pittsburgh Shooting

Governor Roy Cooper has ordered all United States and North Carolina flags at state facilities to be lowered to half-staff immediately through sunset on Wednesday, October 31 to honor the victims of the shooting at the Tree of Life synagogue in Pittsburgh, Pennsylvania.



Governor Cooper shared the following statement:



"Freedom to live and worship without fear is an essential right in America, and the horrific shooting in Pittsburgh strikes at the very heart of our country's greatness. Our hearts break for the victims and families who were gathered on Shabbat and for the officers who fell victim to this savage attack. We must fight anti-Semistism and intolerance and stop the hatred that leads to violence."

GOES-16 GeoColor - True Color daytime, multispectral IR
10:52 pm last night to 1:57 am this morning

GeoColor is a multispectral product composed of True Color (using a simulated green component) during the daytime, and an Infrared product that uses bands 7 and 13 at night. During the day, the imagery looks approximately as it would appear when viewed with human eyes from space. At night, the blue colors represent liquid water clouds such as fog and stratus, while gray to white indicate higher ice clouds, and the city lights come from a static database that was derived from the VIIRS Day Night Band.

Geocolor was developed at the Cooperative Institute for Research in the Atmosphere (CIRA) and STAR's Regional and Mesoscale Meteorology Branch (RAMMB).


HAZARDS

A fast-moving clipper system will bring gusty winds to the mountains beginning late tonight, lasting into Monday. High elevations will see wind gusts of 25 to 35 mph Sunday night, with a few gusts possibly as high as 50 mph.

12.3 µm - "Dirty" Longwave IR Window Band - 2 km resolution - Band 15 at 12.3 µm offers nearly continuous monitoring for numerous applications, though usually through a split window difference with a cleaner window channel. These differences can better estimate low-level moisture, volcanic ash, airborne dust/sand, sea surface temperature, and cloud particle size.

Today in Weather History


1999: A Super Typhoon, known as Cyclone 05B or the 1999 Odisha cyclone, reached the equivalent of the Category 5 hurricane on this day. This storm is the strongest tropical cyclone ever recorded in the North Indian Ocean. Cyclone 05B hit the Indian State of Odisha near the city of Bhubaneswar on October 29. An estimated 10,000 to 30,000 people would die from this cyclone, and over a million people were left homeless.

However, recent satellite data indicate that the circulation is elongated and the center is not yet well defined. This system will likely become a tropical or subtropical cyclone later today while it moves generally northward over the central Atlantic. After that time, the low is forecast to turn westward well to the north or northeast of the Lesser Antilles through early next week.
