Outlook

An area of low pressure will lift from the Gulf into the Ohio Valley today, with rain increasing across our area again through tomorrow. After a brief pause in the rain Tuesday night into Wednesday, another heavy rain event will move into the region Wednesday night through Friday, increasing our chances of minor flooding due to saturated soils. Dry weather returns for the weekend.

Weather Hazards

Areas of dense fog are expected this morning. Please turn on your headlights while on the roadways so other motorists can see you.

There could be a period of moderate to heavy rain, mainly overnight tonight. River, stream, and reservoir levels are already running quite high, and with the ground saturated, even modest amounts of rainfall may cause flooding.

The rain occurring early in the week will keep soils saturated prior to yet another widespread rainfall event, which is likely to arrive Wednesday. Periodic heavy rain may occur until that event tapers off Friday. Flooding may redevelop or worsen during the late-week period as a result.

Outlook

A stationary front will stretch from the Texas coast to the Carolina coast this weekend. An area of low pressure will move from the Gulf into the Ohio Valley, lifting the front north late in the weekend, with rain increasing across our area again Sunday through Monday. Another heavy rain event may return by the middle of the week, increasing the chances of flooding due to already saturated soils.

Outside a little fog this morning, hazardous weather is not expected today. Fog is expected to develop after dark tonight and may be dense in some locations.

Light rain is expected to return to the region today, with periods of slightly heavier rain at times through Tuesday. The timing of the individual rounds of additional rainfall is highly uncertain at present. However, with river, stream, and reservoir levels already running quite high, and with the ground thoroughly saturated, even modest amounts of rainfall may cause flooding.

Weather Hazards

A Dense Fog Advisory is in effect until 9am this morning.

Many rivers and streams remain near or above flood stage, especially in the Western North Carolina and Northeast Georgia mountains and foothills. Some main stem rivers are still rising, but most locations have crested.

Saturday is expected to be a dry day, and rivers will be past crest and declining, with most locations down below flood stage by Sunday.
An unsettled weather pattern is expected next week, with periods of additional moderate to heavy rainfall possible across the region, possibly causing more flooding. The exact timing of the individual rounds of rain is highly uncertain, due to the fast movement of the expected storm systems. With soils already saturated and rivers running high, even modest amounts of rainfall may cause flooding.

* At 1239 PM EST, automated gages indicated the Little Tennessee River continuing to rise at Otto and Franklin, nearing flood stage. Though the heaviest rain has ended, with soils having become saturated across the Little Tennessee watershed, excessive runoff will continue. Thus, the river and its smaller tributaries including Cartoogechaye Creek will continue to rise. Flooding eventually is expected to develop.

* Some locations that will experience flooding include...
Franklin, Highlands, Nantahala Lake, Ellijay, Burningtown, Kyle, Otto, Rainbow Springs, Wayah Bald and Cowee.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Warning means that flooding is imminent or occurring. All interested parties should take necessary precautions immediately.

Summary...Widespread moderate to locally heavy rainfall over saturated soils could lead to flooding across the area through this afternoon, especially over sensitive locations in low lying areas.

Discussion...Broad southwest flow aloft has continued to surge a plume of highly anomalous moisture into the southern and central Appalachians, evident by the blended GPS product showing PWATs 1.2-1.3" as far north as southwest VA. This should continue to advect northward into the afternoon hours. A mesoanalysis showed MUCAPE of 500 J/kg extending as far north toward the NC/VA border. 850 mb flow remains strong (40-50 kts) with some upslope component that should favor rainfall across the terrains areas. With these ingredients in place, widespread moderate to locally heavy rainfall is likely to continue into the afternoon.

Soils are extremely saturated given 24-hr rainfall totals as high as 2-4" across portions of the southern/central Appalachians. 14-day departures from normal are running 200-400 percent of normal.

Radar imagery shows pockets of hourly rates exceeding 0.5", which is likely to initiate problems for sensitive and low-lying areas. Hi-res models show the potential for additional amounts of 1-2" with some local amounts as high as 3" possible in some of the favored upslope areas.

As a result, flooding is possible across much of the southern and central Appalachians into the afternoon hours.

The National Weather Service has issued a Flood Warning for Macon County that is effective until 12:45 pm today. So far, the water gauges in all locations escept the one at the Iotla Bridge on the Little Tennessee River are within safety margins.

* Flood Warning for...
Macon County in western North Carolina...

* Until 1245 PM EST Friday.

* At 638 AM EST, Doppler radar indicated continued, intermittent heavy rain showers moving repeatedly northeast across Macon County. These showers were producing rainfall at rates in excess of one-half inch per hour and were affecting locations that have received 3 to 4 inches of rain over the past 24 hours. In addition, very heavy rainfall will arrive from the west this morning along an approaching cold front. This will worsen existing flooding and create new flood problems countywide.

* Some locations that will experience flooding include...
Franklin, Highlands, Nantahala Lake, Ellijay, Burningtown, Kyle, Otto, Rainbow Springs, Wayah Bald and Cowee. Flooding will be most likely along tributaries of the Little Tennessee River. Flooding will develop quickly along the Little Tennessee River above North Carolina Highway 28 north of Franklin. Additional flooding will develop along Caler Fork and Huckleberry Creek west of Franklin, and Cowee Creek in the northeast part of the County.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Most flood deaths occur in vehicles. Do not attempt to cross water-covered roadways, bridges, or low-level crossings. Only a few inches of rapidly flowing water can carry away your vehicle. It is not worth the risk. Please TURN AROUND, DON'T DROWN.

Outlook

A cold front will cross our area from the west today bringing a line of very heavy showers and a few storms. This cold front will stall to our south on Saturday, bringing temporarily dry weather, but another system will bring additional moisture to the region Sunday. The stalled front will retreat north as a warm front Monday as another strong cold front slides east. This cold front will slowly move into our area and may stall, keeping our region unsettled through much of next week.

* At 305 AM EST, Doppler radar indicated a broad area of heavy rainfall moving northward across Macon County. Radar and rain gauges indicated rainfall rates of one-half to one inch per hour in the heaviest downpours, and this heavy rain was affecting locations that have already received 1.5 to 3 inches of rain in the past 12 hours. Flooding of streams and creeks will likely develop through the early morning hours.

* Some locations that will experience flooding include...
Franklin, Highlands, Nantahala Lake, Ellijay, Burningtown, Kyle, Otto, Rainbow Springs, Wayah Bald and Cowee. Flooding is most likely along Sugar Cove Creek near the Swain County border, Caler Fork east of Cowee, and the Little Tennessee River around Franklin and associated tributaries.

...HEAVY RAIN MAY PRODUCE FLOODING THROUGH FRIDAY NIGHT...

.Abundant moisture from the Gulf of Mexico will stream across the western Carolinas and northeast Georgia through Friday ahead of a cold front moving slowly eastward. The rain may be heavy at times. Soils remain nearly saturated from recent snowmelt and rainfall, and many area streams and reservoirs are already running at high levels. This poses an increased risk of flooding as rainfall redevelops over the region. Showers, with a few embedded thunderstorms, will arrive with the cold front on Friday and the associated higher rainfall rates could cause flooding problems to quickly worsen.


...FLOOD WATCH REMAINS IN EFFECT THROUGH SATURDAY MORNING...

The Flood Watch continues through Saturday morning

* Periods of moderate to heavy rainfall, through Friday will combine with wet conditions and already high stream levels, to produce excessive water runoff in many areas. Rainfall totals of 1 to 3 inches are likely across the region, with locally higher amounts in the extreme southern Appalachians.

* Several streams will likely leave their banks and flood adjacent low-lying areas and water crossings. This is especially true near south-facing mountain ridges such as the Blue Ridge Escarpment, but flooding may occur just about anywhere in the western Carolinas and northeast Georgia. In urban areas, street flooding is possible, impeding travel. Additionally, lakes are likely to remain at high levels heading into the weekend and minor shoreline flooding is possible.

* River flooding is most likely along the upper reaches of the French Broad River in Transylvania and Henderson counties. Additional isolated flooding may develop east of the mountains on Friday as heavier showers and embedded thunderstorms cross the region along and ahead of a cold front.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Watch means there is a potential for flooding based on current rainfall forecasts.

You should monitor later forecasts and be alert for possible Flood Warnings and Flood Advisories. Those living in areas prone to flooding should be prepared to take action. Flood Watch and Wind Advisory in Effect





Heavy Rains and Thunderstorms Expected Today and Friday

Moderate to heavy rainfall that could lead to minor to moderate flooding is expected today and tomorrow. Area roadways and locations with poor drainage could see runoff on surfaces that will lead to an increased chance of hydroplaning for motorists who are exceeding safe speeds for these conditions.

If you are out and about during and shortly after these rains, please slow down, turn on your headlights so other motorists can see you, and increase the distance between you and the motorist in front of you.

During this time frame, there will be increased winds, especially at higher elevations. Scattered to widespread power outages are possible.

Outlook

A strong, moist flow will develop today and continue tonight into Friday as a warm front advances slowly north. The front will stall south of our area on Saturday bringing us temporarily dry weather, but it will return as a warm front for Sunday as the next wet system arrives. The front may remain over our region for several days next week focusing additional rounds of rainfall across our area through at least mid-week.

...HEAVY RAIN WILL RETURN TO THE AREA LATE THIS WEEK...

.Deep Gulf moisture flowing into the area over a stagnant wedge of high pressure will produce widespread rainfall from Thursday through Saturday morning. This rainfall will be heavy at times. Soils remain nearly saturated from recent snowmelt and rainfall, and many area streams and reservoirs are already running high. This poses an increased risk of flooding as rainfall redevelops over the region.



...FLOOD WATCH REMAINS IN EFFECT FROM THURSDAY EVENING THROUGH SATURDAY MORNING...



* From Thursday evening through Saturday morning

* Periods of moderate to heavy rain will lead to excessive runoff in many areas. Some creeks and streams will leave their banks and flood low water crossings. This is especially true near south-facing mountain ridges such as the Blue Ridge Escarpment, but may occur in any part of the region. In urban areas, street flooding is especially possible, affecting homes and businesses and impeding travel. Already swollen lakes are likely to remain at abnormally high levels heading into the weekend.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Watch means there is a potential for flooding based on current forecasts.

You should monitor later forecasts and be alert for possible Flood Warnings. Those living in areas prone to flooding should be prepared to take action should flooding develop.

.Between deep low pressure in the middle of the country, and a ridge of high pressure over the East Coast, strong winds will develop and affect the higher elevations of the Appalachians.



...WIND ADVISORY REMAINS IN EFFECT FROM 10 AM THURSDAY TO 7 AM EST FRIDAY...

* LOCATIONS...The North Carolina mountains northwest of the Blue Ridge Escarpment, plus the mountains of far northeast Georgia.

* HAZARDS...Strong and gusty winds.

* TIMING...From late Thursday morning through early Friday morning.

* WINDS...Southeast 10 to 20 mph with gusts up to 40 mph.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Wind Advisory means that winds of 35 mph are expected. Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution.
