Summer Woodard, town manager of Franklin, NC announced at the September 4, 2018 regular meeting that after 35 years of service, the public works director is retiring. The town engineer will add those duties to his own. A video of the announcement and a copy of the press release are posted below.
Town of Franklin Public Works Director Retires; Engineer to Assume Duties
Public Works Director Jay Gibson has announced his retirement from the Town of Franklin after 35 years of employment. Gibson worked in the Public Works department for 18 years before becoming the Director in 2000. He was instrumental in upgrades and expansions at the Town’s wastewater treatment plant and the water treatment facility. Over the span of his career he oversaw sidewalk repairs and upgrades, operations of the collections and distribution systems, street cleanups and snow removal while supervising the Town’s largest department. Not only was Mr. Gibson an asset to Town of Franklin but he also served on the board for North Carolina Rural Water Association during his career.
Nathanael Moore who has served as Town Engineer since September 1, 2017 will assume the role of Public Works Director officially on September 4, 2018. Mr. Moore is a native of Franklin, NC where he graduated from Franklin High School in 2004. He attended Western Carolina University and earned a Bachelor of Science Degree in Engineering Technology in 2008. He became a member of the American Society of Safety Engineers in 2005 and was the recipient of the William Dameron Memorial Occupational Safety Scholarship.
Mr. Moore started working at the North Carolina Department of Transportation in 2008 for the Division 14 Traffic Engineering office. In 2009, he took a job for Vaughn and Melton Consulting Engineering in Asheville, North Carolina as a Contract Engineer Inspector. In 2010, he returned to NC DOT Traffic Engineering in Sylva, NC. In September of 2017, he started with the town of Franklin as the Town Engineer.
Mr. Moore is a registered Professional Engineer in the state of North Carolina. He received his Engineer Intern certificate in August 2014 and received his Highway Engineering Concepts certificate in January 2012. He is a registered ACI Concrete Field Testing Technician and a NC Concrete Field Technician.
