FLAGS AT HALF-STAFF TODAY IN HONOR OF SGT JAMES ALLEN SLAPE

Governor Roy Cooper has ordered all United States and North Carolina flags at state facilities to be lowered to half-staff from sunrise to sunset Tuesday, October 9 in honor of North Carolina Army National Guard Sergeant James Allen Slape of Morehead City, who was killed in Afghanistan on October 4, 2018.

"National Guard members step up and answer the call to service wherever they are needed, whether at home to help during a natural disaster or overseas to protect our national security," said Governor Cooper. "They leave their homes, their families and their jobs and put their lives on the line for us. On behalf of the people of North Carolina, I honor the service and sacrifice of Sgt. James Slape and offer our deepest sympathy to his loved ones and his fellow soldiers."

OUTLOOK

A persistent upper-level ridge will remain over the region and maintain above normal temperatures through Thursday. Moisture levels will increase during this time as the remnants of tropical cyclone Michael tracks northeast and reaches our forecast area on Thursday. Canadian high pressure will build in Friday and bring seasonably cooler and drier air through the weekend. Another cold front reaches our region Sunday night.

GOES-16 GeoColor - True Color daytime, multispectral IR
12:07 am to 3:02 am this morning

GeoColor is a multispectral product composed of True Color (using a simulated green component) during the daytime, and an Infrared product that uses bands 7 and 13 at night. During the day, the imagery looks approximately as it would appear when viewed with human eyes from space. At night, the blue colors represent liquid water clouds such as fog and stratus, while gray to white indicate higher ice clouds, and the city lights come from a static database that was derived from the VIIRS Day Night Band.

Geocolor was developed at the Cooperative Institute for Research in the Atmosphere (CIRA) and STAR's Regional and Mesoscale Meteorology Branch (RAMMB).


HAZARDS

Hazardous weather is not expected today.

A deep plume of tropical moisture will flow into the area today and Wednesday. This will increase the risk for heavy rainfall. Localized flash flooding will be possible across the higher terrain, but especially along the Blue Ridge escarpment.

Hurricane Michael will drift north across the Gulf of Mexico and is expected to make landfall along the Florida panhandle on Wednesday. There is potential for this system to impact the western Carolinas and northeast Georgia late Wednesday through Thursday. All interests should closely follow the development and forecast of this tropical cyclone. In particular, the storm could bring another round of heavy rainfall Wednesday night and Thursday, which could heighten the risk of flooding.

12:12 am to 3:07 am this morning

12.3 µm - "Dirty" Longwave IR Window Band - 2 km resolution - Band 15 at 12.3 µm offers nearly continuous monitoring for numerous applications, though usually through a split window difference with a cleaner window channel. These differences can better estimate low-level moisture, volcanic ash, airborne dust/sand, sea surface temperature, and cloud particle size.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:

The National Hurricane Center is issuing advisories on Hurricane Michael, located over the southern Gulf of Mexico, and on Tropical Storm Leslie, located over the central Atlantic Ocean.

1. Showers and thunderstorms continue to become better organized in association with a low-pressure system located about 500 miles southwest of the Cabo Verde Islands. However, satellite wind data indicate that the circulation of the system is still elongated. Environmental conditions are expected to be conducive for development, and a tropical depression is likely to form later today or on Wednesday while the system moves west-northwestward or northwestward. By late this week, strong upper-level winds are expected to limit further development.

* Formation chance through 48 hours...high...80 percent.
* Formation chance through 5 days...high...90 percent.
