DECLARATION OF A STATE OF EMERGENCY Town of Franklin, North Carolina
WHEREAS, the Town of Franklin is taking preemptive measures in light of the largescale outbreak of COVID-19; and
WHEREAS, as a result of the above-described pandemic, I have determined that there is an imminent threat of, or existing conditions have caused or will cause, widespread or severe dangers for the safety of the public, and that authorities will be unable to maintain public order or afford adequate protection for lives; and
WHEREAS, declaring a State of Emergency and imposing the restrictions and prohibitions ordered herein is necessary to maintain order and protect public health, safety, and welfare.
NOW, THEREFORE, pursuant to the authority vested in me as the Mayor of the Town of Franklin, NC under Article 1A of Chapter 166A of the North Carolina General Statutes and Title III, Chapter 34, Section 34.01 of the Town of Franklin Code of Ordinances:
Section 1. A State of Emergency is hereby declared within the corporate jurisdiction of the Town of Franklin.
Section 2. The emergency area covered by this State of Emergency shall be the Town's entire corporate jurisdiction.
Section 3. 1 hereby declare a Local State of Emergency for the Town of Franklin in concert with Macon County and further declare that the Emergency Management Plan adopted by Macon County together with all applicable mutual assistance compacts and agreements are in effect and shall remain in effect until this Declaration expires or is rescinded. All emergency management personnel are hereby ordered to cooperate in the implementations of the provisions of the County's Emergency Management Plan and all applicable mutual assistance compacts and agreements, and to furnish assistance thereunder.
Section 4. I hereby order this declaration:
(a) to be distributed to the news media and other organizations calculated to bring its contents to the attention of the general public;
(b) to be filed with the Clerk to the Town Council and
(c) to be distributed to others as necessary to ensure proper implementation of this declaration.
Section 5. This declaration shall take effect at 2:00 p.m. on Tuesday, March 171h, 2020, and shall remain in effect until modified or rescinded.
