The remnants of Hurricane Ian is expected to approach the area Friday into Saturday. Windy conditions and heavy rainfall may impact the western Carolinas and northeast Georgia, but there is still uncertainty in the track and timing of this system. Continue to monitor the forecast for updates through the week.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:

Active Systems:
The National Hurricane Center is issuing advisories on Hurricane Ian, located near western Cuba.

1. Central Tropical Atlantic:
An area of low pressure located several hundred miles west of the Cabo Verde Islands is producing disorganized showers and thunderstorms. While the system has not become better organized since yesterday, environmental conditions are expected to be sufficiently conducive for the system to become a tropical depression during the next couple of days. Further development will become less likely by the end of the week due to strong upper-level winds. The disturbance is forecast to meander for the next day or so and then turn north-northwestward by early Thursday.

Ian continues to become better organized on satellite images with intense deep convection in its Central Dense Overcast and numerous surrounding banding features. The overall cloud pattern is quite symmetric with well-defined upper-level outflow. Observations from both Air Force and NOAA Hurricane Hunter aircraft indicate that the central pressure is falling, and the intensity is increased to 90 kt based on a recently reported 700 mb flight-level wind of 101 kt from the Air Force plane. This is also in agreement with a subjective Dvorak satellite estimate from SAB.

Aside from its relatively brief time passing over western Cuba, Ian will be moving over waters of very high oceanic heat content during the next couple of days. The various Rapid Intensification (RI) indices show a significant probability of RI and this is reflected in the short-term official intensity forecast. However, the SHIPS guidance, which is based on global model predictions, indicates that a significant increase in southwesterly shear and a substantially drying of low- to mid-level air will begin in 24-36 hours. The NHC forecast, like the previous one, shows strengthening to Category 4 intensity in a day or so, followed by gradual weakening. However, Ian is still expected to be a major hurricane when it reaches the Florida west coast. The official intensity forecast is near or above the latest simple and corrected multi-model consensus predictions.

Ian continues its north-northwestward trek at about 340/11 kt. The hurricane is expected to move north-northwestward to northward over the southeastern Gulf of Mexico during the next day or so, along the western periphery of a subtropical ridge. After around 36 hours, the track forecast becomes more uncertain, since there is considerable divergence of the track models in the 2-3 day time frame. The guidance also shows considerable slowing of the forward speed, due to a weakening of the steering currents, when Ian approaches the west coast of Florida. This slower forward motion is likely to prolong the storm surge, wind, and rainfall impacts, especially along the west coast of Florida. The official track forecast is adjusted just slightly east of the previous NHC prediction based on the latest multi-model consensus aid, TVCN.

Key Messages:

1. Life-threatening storm surge, hurricane-force winds, flash floods and possible mudslides are expected in portions of western Cuba beginning overnight and continuing into Tuesday. Devastating wind damage is possible where the core of Ian moves across western Cuba. Efforts to protect life and property should be rushed to completion.

2. There is a danger of life-threatening storm surge along much of the Florida west coast where a storm surge warning has been issued, with the highest risk from Fort Myers to the Tampa Bay region. Residents in these areas should listen to advice given by local officials.

3. Hurricane-force winds are expected in the hurricane warning area in west-central Florida beginning Wednesday morning with tropical storm conditions expected by late Tuesday.

4. Heavy rainfall will spread across western Cuba through Tuesday. This will likely produce instances of flash flooding and possible mudslides in areas of higher terrain over western Cuba.

5. Heavy rainfall will increase across the Florida Keys and South Florida Tuesday, spreading into central and northern Florida Wednesday and Thursday and the Southeast by Friday and Saturday, potentially causing flash, urban and small stream flooding. Considerable flooding, including significant, prolonged river flooding, is likely across Central Florida.

Onigiri Action is an annual autumn social good campaign connecting the simple act of taking a photo with helping to feed school children in need. During the campaign, through the generosity of our partner organizations, every Japanese riceball-related post on our global campaign website or your social media channel with #OnigiriAction will provide five school meals to children in need around the world(*). World Food Day on October 16 was established by the United Nations as a day for everyone to think about food problems in the world. To celebrate World Food Day, TABLE FOR TWO (TFT) holds 'Onigiri Action' with the goal to deliver 1 million meals to children in need every year. TFT first started in Japan featuring onigiri (riceballs), which celebrate rice as one of the major Japanese agricultural products, and showcases the Japanese tradition of making onigiri for loved ones.

Since its launch in 2015, the Onigiri Action campaign has provided 5.4 million school meals. The campaign received the Deputy-Chief’s Award (by the Minister for Foreign Affairs) at the third Japan Sustainable Development Goals (SDGs) awards ceremony 2019 held at the Prime Minister’s Office.

1825 – The world's first public railway to use steam locomotives, the Stockton and Darlington Railway, is ceremonially opened.

1854 – The paddle steamer SS Arctic, owned by the Collins Line of New York, sinks off the coast of Newfoundland, following a collision with a smaller vessel, the SS Vesta. Only 88 of over 300 people on board survive. About a dozen of the occupants of the Vesta are killed when their lifeboat is hit by the Arctic.

1875 – The merchant sailing ship Ellen Southard is wrecked in a storm at Liverpool.

1903 – "Wreck of the Old 97": an American rail disaster, in which 11 people are killed; it later becomes the subject of a popular ballad.

1908 – Production of the Model T automobile begins at the Ford Piquette Avenue Plant in Detroit.

1977 – Japan Airlines Flight 715 crashes on approach to Sultan Abdul Aziz Shah Airport in Subang, Malaysia, killing 34 of the 79 people on board.

1988 – The National League for Democracy is formed by Aung San Suu Kyi and others to fight dictatorship in Myanmar.

1993 – The Sukhumi massacre takes place in Abkhazia.

1996 – The Battle of Kabul ends in a Taliban victory; an Islamic Emirate of Afghanistan is established.

1996 – Confusion on a tanker ship results in the Julie N. oil spill in Portland, Maine.

1998 – The Google internet search engine retroactively claims this date as its birthday.

2001 – In Switzerland, a gunman shoots 18 citizens, killing 14 and then himself.

2003 – The SMART-1 satellite is launched.

2007 – NASA launches the Dawn probe to the asteroid belt.

2008 – CNSA astronaut Zhai Zhigang becomes the first Chinese person to perform a spacewalk.

2012 – In Minneapolis, a gunman shoots seven citizens, killing five and then himself.

2014 – The eruption of Mount Ontake in Japan occurs.
